Update AUG 07, 2020
Effective Date: Oct 19, 2020 [23.59]
In preparation of the New Normal and re-opening of borders, the Singapore Government has announced some changes to border measures for progressive re-opening to international travel. These border measures take into account the current understanding of COVID-19, as well as the developments in other countries and regions.
With effect from 19 October 2020, 2359hrs, all travellers who are not Singapore Citizens or Permanent Residents, and who have recent travel history to Indonesia within the last 14 days prior to entry will be required to take a COVID-19 Polymerase Chain Reaction (PCR) test within 72 hours before departure.
Travellers will need to present a valid negative COVID-19 test result as a condition of approval to enter or transfer through Singapore. Travellers from Indonesia entering Singapore will still be required to serve a 14-day SHN at dedicated SHN facilities and to take a negative COVID-19 test before the end of their SHN.
For travellers who intend to travel to Bintan via Singapore or vice versa, are to refer to the latest updates by Ministry of Health in Singapore.
Stay-Home Notice (SHN)
All other travellers entering Singapore are required to serve their SHN at SHN Dedicated Facilities (SDF). Travellers who are not Singapore citizens or Permanent Residents will be required to pay for their stay at SDF, where applicable. Those under the SHN must remain in their place of residence or SDF at all times during the SHN period.
From the day of arrival in Singapore, Immigration & Checkpoints Authority (ICA) will be conducting mandatory checks on Singapore citizens, Permanent Residents, Long-Term Visit Pass Holders and short-term visitors who are placed on the Stay-Home Notice (SHN). Affected individuals will be contacted through multiple platforms including phone calls, WhatsApp or Short Message Service (SMS). When contacted, you must respond within one hour.
COVID-19 Test
Before the end of the SHN, travellers (except children aged 12 and below) will be scheduled to take a COVID-19 test at a designated community testing facility. They will receive information on the scheduled appointment slot and venue via an SMS notification to their registered local mobile number, through the SDF or via a call. The date, time and venue of the COVID-19 test will be made known to them at least one day prior to the test.
Individuals who fail to comply with the Stay-Home Notice requirements may be prosecuted in court for an offence under Singapore law, including the Infectious Diseases Act and/or any regulations promulgated thereunder, such as the Infectious Diseases (COVID-19 — Stay Orders) Regulations 2020. Upon conviction, you may be liable to imprisonment, or a fine, or both.

Update MAR 19, 2020
Effective Date: Mar 20, 2020 [23.59]
All Singaporeans, Permanent Residents, Long Term Pass holders and short term visitors entering Singapore will be issued a 14-day Stay-Home Notice (SHN). They will have to provide proof of the place where they will serve the 14-day SHN, for example a hotel booking covering the entire period, or a place of residence they or their family members own. Persons under SHN will have to remain in their place of residence at all times for 14 days after entering Singapore.
As announced previously, short-term visitors with recent travel history to mainland China, France, Germany, Iran, Italy, Republic of Korea and Spain, are not allowed to enter or transit in Singapore.
Singaporeans are advised by their government to defer all travel abroad with immediate effect. The expansion of the travel advisory is to reduce the risk of Singaporeans being infected with the virus when abroad, and spreading it to other Singaporeans when they return.
The above applies to all travellers who intend to travel to Bintan via Singapore.

Update MAR 16, 2020
Effective Date: Mar 16, 2020 [23.59]
In view of the surge in the number of confirmed cases around the world, the Singapore authorities will implement additional precautionary measures to further reduce the risk of importation of COVID-19 to Singapore. These include travel advisories against all non-essential travel abroad, and further restrictions on travellers coming into Singapore.
From 16 March 2020, 23:59 hours, all travellers (including Singapore Residents, Long Term Pass holders, and short-term visitors) entering Singapore with recent travel history to:
- ASEAN Countries
- Japan
- Switzerland
- United Kingdom
within the last 14 days will be issued with a 14-day Stay-Home Notice (SHN).
In addition to the SHN requirement, from 16 March 2020, 23:59 hours, all short-term visitors who are nationals of any ASEAN country will have to submit requisite information on their health to the Singapore Overseas Mission in the country they are resident before their intended date of travel.
The submission will have to be approved by Singapore’s Ministry of Health (MOH) before travel to Singapore, and the approval will be verified by the Immigration and Checkpoints Authority (ICA) officers at the Singapore checkpoints. Short-term visitors who arrive in Singapore without the necessary approval will be denied entry into Singapore. They are therefore advised to secure the approval before making definitive travel bookings.
Update MAR 15, 2020
Effective Date: Mar 15, 2020 [23.59]
In view of the surge in the number of confirmed cases around the world, the Singapore authorities imposed further travel ban on visitors entering Singapore, in particular from:
- Italy
- France
- Spain
- Germany
From 15 March 2020, 2359 hours, all new visitors with recent travel history to Italy, France, Spain and Germany within the last 14 days will not be allowed entry into Singapore, or transit through Singapore.
From 15 March 2020, 2359 hours, the following returning groups will be issued with a Stay-Home Notice (SHN):
- Residents (Singapore Citizens and Permanent Residents) with recent travel history to Italy, France, Spain and Germany within the last 14 days; and
- Long-term pass holders (including work passes, Student’s Pass, Dependant’s Pass, and Long-term Visit Pass) with recent travel history to Italy, France, Spain and Germany within the last 14 days
Under the SHN, they will have to remain in their place of residence at all times for a 14-day period after returning to Singapore.
Update MAR 4, 2020
Effective Date: Mar 4, 2020 [23.59]
In view of the surge in the number of confirmed cases around the world, the Singapore authorities imposed further travel ban on visitors entering Singapore, in particular, from:
- Iran
- Northern Italy
- Rep. of Korea
All new visitors with recent travel history to Iran, northern Italy or the Republic of Korea within the last 14 days will not be allowed entry into Singapore, or transit through Singapore. With immediate effect, the Immigration and Checkpoints Authority (ICA) will suspend the issuance of all forms of new visas to those with Iranian passports. Previously issued short-term and multiple-visit visas for those with Iranian passports will also be suspended. During this period of suspension, they will not be allowed entry into Singapore.
From 4 March 2020, 2359 hours, the following returning groups will be issued with a Stay-Home Notice (SHN):
- Residents (Singapore Citizens and Permanent Residents) with recent travel history to Iran, Northern Italy, or the Republic of Korea within the last 14 days; and
- Long-term pass holders (including work passes, Student’s Pass, Dependant’s Pass and Long-term Visit Pass) with recent travel history to Iran, northern Italy or the Republic of Korea within the last 14 days.
Update FEB 27, 2020
Effective Date: Feb 27, 2020 [23.59]
In view of the recent increase in the number of confirmed cases in Daegu city and Cheongdo in Republic of South Korea, the Singapore authorities imposed a travel ban on visitors entering Singapore from these affected region.
All new visitors with recent travel history from these affected region within the last 14 days will not be allowed to enter Singapore, or transit through Singapore.
